1 Pentecost is fiftieth day (pentekostos being the Greek for 50) after Easter Sunday. It is related to the Jewish Feast of Weeks (Exo 34:22, Deut 16:10) 7 weeks/sabbaths after Passover (Lev 23:15-16) which is also known as Feast of Harvest (Exo 23:16) or Day of First Fruits (Num 28:26)
2 Wind is a symbolism of God's Spirit (Eze 37:5-10, John 3:6-8)
3 Fire is another symbolism of God's presence (burning bush Exo 3:2, pillar of fire by night Exo 13:21, fire on Mount Sinai Exo 24:17, Lev 9:24, a consuming fire Heb 12:29). John the Baptist linked the baptism if Holy Spirit with fire (Luke 3:16).
The Spirit now touches everyone and everyone receive of it as promised by Jesus in Acts 1:4-5.
4 The Spirit enabled the disciples to speak in other languages (verse 6, 8, 11). 1 Cor 1-25 Paul on the gift of tongue and prophecy.
5 There were Jews from many nations, not literally all the nations.
6, 7, 8 The Galileans were looked upon as uncultured and speaks poorly. Thus seeing them speaking so many languages is amazing to the other Jews.
9, 10, 11 Again, a list of the many nations that the Jews came from (verse 5). They had all came to celebrate the Feast of Weeks.

14 Peter stood up to address the crowd. The one that once denied Jesus 3 times, upon receiving the spirit, received the power to witness in Jerusalem (Acts 1:8).
15 nine in the morning - It was early in the morning and furthermore on such festival day, the Jews do not break fast until at least 10 o'clock.
16 Peter is proclaiming the prophesy of Joel 2:28-32 has now come to pass. Jesus alluded to the gift of the Spirit after He is glorified. (John 7:37-39)
17 last days - refers to the latter days of the new covenant before the 2nd Coming that arrives with the Holy Spirit. The Holy Spirit is given to everyone, all people, instead of just chosen ones.
daughters will prophesy Acts 21:9
18 After the last prophet, speaking of prophesy stopped and the Israelite are looking forward to this prophesied day where the Spirit will be poured out.
19, 20 These are the signs when Jesus returns. (Matthew 24:3-51, Eze 32:7)
21 Romans 10:13 This is the claim the we shall hold on to. We are save not by works but by faith.
22 The miracles performed by Jesus were seen by many among those Peter addresses.
23 It was God's plan for salvation and yet it was the sinfulness of man that finally crucified Him.
24 Jesus died and resurrected. Overcoming the power of death.
25, 26, 27, 28 Peter reminded the assembly of Psalm 16:8-11 which David, inspired by the Spirit, wrote pointing to Jesus.
27 Acts 13:35
29 It was clear that the psalm David wrote is not referring to himself as he is death, buried in his tome (Ne 3:16) and decayed (Acts 13:36).
30, 31 But David was a prophet and prophesied in the psalm about Jesus, who was from his descendants (Matthew 1:1-17), would die and raise up again.
32 They are witnesses. (Acts 1:8)
33 From the same psalm (Psalm 16:10)
Jesus poured out the Holy Spirit to all. Acts 10:45
34, 35 Psalm 110:1 Again, David is not pointing to himself but to the Messiah who will sit at the right side of the Lord.
36 Therefore Jesus is Lord and Christ (or Messiah). (Luke 2:11) No one can say that Jesus is Lord except by the Holy Spirit (1 Corinthians 12:3).
Lord, Yehweh, YHWH, the name that is above all name (Phil 2:8-9) is bestowed to Jesus.
37 They are 'cut to the heart' or 'deeply troubled' due to conviction of their sin.
What should we do? (Luke 3:10, Luke 3:12, Luke3:14)
38 Peter gave the answer to what we should do.
Repent and be baptized in the name of Jesus Christ, so that sin will be forgiven and the gift of the Holy Spirit be given. (Acts 3:19)
For all had sinned (Romans 3:23) and only by Jesus who has no sin (2 Corinthians 5:21) can we be saved, but only if we repent, confess and believe (Romans 10:8-10, Acts 2:21)
39 You and your children - their generation and their descendants as well,
All who are far off - salvation is for everyone, Jews or Gentile (Romans 1:16, Luke 24:47)
40 Save yourself - from the judgment that is to come
From this perverse generation - the people that rebelled against God, the unbelievers (Deut 32:5, Luke 9:41, 11:29)

42 The New Testament was not completed at that time, so they learned from the apostles and the instructions given by Jesus, - fellowship, breaking of bread and prayer.
43 Wonders and miracles once done by Jesus are now done by the apostles as well upon receiving the power of the Spirit.
44 in common - sharing their life together. (how? verse 42, 45, 46)
45 cf. Acts 4:32-37
46 The met at the temple courts and at the homes.
47 It is important that it was the Lord that added to their number, not them.
